This mag was pretty much all BDSM, but was published in 1969. 

It's possible that the total lack of sexual activity, either in photos or in words, was due to the censorship laws in effect in 1969. The Supreme Court had said that mere nudity was not obscene. And paradoxically, the most graphic photos of violence were not illegal. So a magazine of naked men torturing each other (with no sex at all) would be ok, but not a magazine of naked men having sex with each other (without any violence).   

Bizarre.
