You are correct. It's from Huge Videos' "A Matter of Size" directed by Matt Sterling, released in 1983. It's a dream sequence in which Bill is handcuffed (as you can see) and Matt abuses him and creams all over Bill's chest. It's a short scene but it's hot. Wish I had a free link for you but the only place I've got is behind a paywall.
